In the underground parking lot beneath the Los Santos Police Department in GTA: San Andreas, two officers are caught beating a surrendering pedestrian — a direct reference to 1990s California police brutality scandals like Rodney King. Even stranger, killing the cops won't save the victim; the pedestrian stays frozen with hands up until they die, because Rockstar never programmed them to react.
