Data miners discovered actual tunnel textures in 'tunnels.txd' tied to the Panlantic Construction Company and Avery Carrington, suggesting a functional tunnel system was planned for eastern Vice City before Rockstar removed it. The 'tunnel testing' signs and Panlantic logo remain as unused assets, and one sign even appears on a roadblock near the collapsed Cedar Grove tunnel. The textures appear to be leftovers from GTA III, which did have working tunnels.
