Dedicated On-Site Research Operations
Multiple Rockstar teams visited Miami and surrounding areas repeatedly, while a permanent research unit remained embedded in the city. Developers met ex-criminals, law enforcement, club promoters, gun dealers and other influential figures to collect stories and context. These sessions were cross-referenced with books and journalism to identify characters that reflect the region.
NPC Variety and Immersion Goals

Rockstar aims for characters that respond more directly to players than in prior titles, creating a stronger sense of total immersion. The studio reviewed past games critically to address previous shortcomings in time, resources or depth. Resulting NPCs show greater diversity in age, build, tattoos, clothing and local tailoring across areas such as Vice City's Little Cuba and Mount Kalaga national park.
Music Scene and Fashion Influences
Developers examined Miami's hip-hop and bass scenes, including house parties in Overtown and high-end South Beach venues, to populate the world with fitting characters. Since 2023 the studio has collaborated with local stylist Jillian Carr on an in-game fashion system reflecting Miami's vanity and broader U.S. lifestyles. Over 50 real street artists contributed murals for districts modeled on Wynwood.
