The 'Suicidal Photographer' in GTA San Andreas is a real, proven NPC who spawns on the Flint County coast, takes photos of Los Santos, then calmly walks into the water and dies. The bizarre behavior isn't intentional — it's likely a pathfinding glitch. The devs never gave the photographer a proper path to follow after their photo animation, so they default to the nearest pedestrian path... which happens to be across the ocean in Rodeo, Los Santos. If you use a map editor to build them a bridge, they'll walk straight to Rodeo and behave completely normally.
