These 'drowned swimmers' in GTA San Andreas were actually a hoax that fooled thousands of players.

The Swampmen are not a real hidden feature in GTA San Andreas, but were created by the Mythemix mod — a modification specifically designed to inject fake myths into the game. Despite being completely fabricated, the mod became so popular that players began hoaxing 'sightings' in videos, creating a feedback loop of misinformation that made a knowingly false myth appear credible to the wider community.
