The Stygian Houses location was actually Victor Vance's empire building in GTA: Vice City Stories (1984), but the prequel was developed years after the original game, creating a massive timeline contradiction: the houses appear ancient and abandoned by 1986, yet supposedly were built and then demolished within two years, suggesting developers simply ignored Vice City's established lore when creating the prequel.
