Is Toreno secretly stalking CJ with a camera at 3 AM?
A popular fan myth known as 'The Spy' claims Toreno follows CJ around San Andreas at night, filming him with a camera. While Toreno does say 'I am always watching, or listening, or both' during the Interdiction mission, no evidence confirms he actually stalks players outside of scripted events.
