The 'suicidal pedestrians' in Vice City aren't suicidal at all — they're just really bad at walking.

The supposed 'suicidal pedestrians' at Escobar International Airport are actually a mundane AI limitation: pedestrians can only walk in straight lines and can't turn, causing them to accidentally walk off a bridge corner. The only genuine scripted 'suicide' is in the mission Phnom Penh '86, where a Spand Express worker jumps from Links Bridge as a dark commentary on Avery Carrington's corporate takeover leaving workers unemployed.
