There are people permanently trapped inside the walls of Vice Point Mall — and Rockstar never meant for you to find them.
In GTA: Vice City Stories, multiple pedestrians can be found trapped inside sealed-off areas of the Vice Point Mall, including a closed restaurant window and the construction zone of Vinyl Countdown. These aren't intentional secrets — they're actually leftover NPCs from GTA: Vice City, accidentally preserved when Rockstar reused and modified the mall layout but forgot to remove the pedestrians from areas they made inaccessible.
