A ghost gangster and a permanently parked cop car — but Rockstar left zero code behind.
The hotel is linked to the real legend of gangster Thomas 'Fatty' Walsh, murdered on the 13th floor of the actual Biltmore Hotel; players speculated this inspired Vice City's always-present police car as 'surveillance' and the number 13's paranormal associations, yet no ghost or supernatural behavior exists in the game's files, leaving the myth entirely unconfirmed.
