The Ludendorff Cemetery is only accessible during the single mission 'Bury the Hatchet.' Outside that mission, the entire area of North Yankton is completely inaccessible by normal means. Players can only return by exploiting a specific glitch or using mods, making it one of GTA V's most notoriously sealed-off locations.
