Rockstar 'fixed' this glitch — then the Steam version brought it back by accident.

The PS2 Greatest Hits, Xbox Platinum Hits, and PC 1.1 versions of San Andreas added a sanity check to prevent the Type 1 Territory Glitch. However, the Steam release was based on the original unpatched PC version, so it shipped without the fix — meaning PC players who bought the game years later got a buggier experience than those with physical copies. Types 2-4 of the glitch still work in all versions regardless.
