Billy started a war with a lie — and the player unknowingly helped him do it.

Billy told Johnny that the Angels of Death had killed Jason Michaels, using it as justification to raid their clubhouse with grenade launchers. In reality, Jason was killed by Niko Bellic in GTA IV — a fact Billy either didn't know or deliberately concealed to manufacture a war. This raid led directly to Billy finding the heroin shipment that ultimately caused his own arrest and downfall.
