Rockstar officially acknowledged a 2004 fan mod — and the fake name everyone called it.

Rockstar themselves confirmed in a 2012 Q&A that 'Ghost Town' was just cutscene scenery, and they specifically shouted out the 'Bridge to Ghost Town' mod by a user literally named 'Homer Simpson' that let players finally walk on the area by adding collision and a bridge from Staunton Island.
